A RAJUK (Rajdhani Unnayan Kartripakkha) team on Wednesday pulled down the signboard of Basundhara Riverview Project. Basundhara Group spokesmen said it was done violating a stay order issued by the High Court in 2007.

The RAJUK team, which was led by magistrate Shahidul Alam Bhuyan, however said they took down the signboard on the basis of a separate court order.

“An overenthusiastic executive magistrate of RAJUK” has led a drive to demolish the signboards of Bashundhara Riverview project located on the outskirts of the capital city, despite the fact that a High Court bench in 2007 directed the authorities not to create any hindrance to the implementation of the housing project, Bashundhara company officials said.

“Shahidul Alam Bhuiyan, a RAJUK magistrate, did not pay heed to the officials of the project when they came with the HC order for stopping the demolition drive,” said one of them. During the drive, he, however, refereed to another High Court verdict in this regard. But he failed to show any copy of any such verdict as asked by the project officials.

He could neither produce any specific directive given in the said new HC verdict nor could give any clue as to whether the new verdict cancelled the previous High Court verdict.

Realtors disappointed

“Such activities of RAJUK are nothing but excesses in an attempt to destroy the country’s booming private housing sector. In doing so, they don’t even dare to ignore court orders,” said one real-estate official.

Court rules to RAJUK

RAJUK along with some “so-called” private environmental organizations are now busy “hatching conspiracy” to destroy the country’s potential housing sector, raising ‘false’ and ‘fabricated’ allegations against the private housing projects, said the protestors.

There is no denying that this sector is playing a pivotal role not only in flourishing the private housing industry but also contributing to the need of rapid urbanization process in the country.

The government recently adopted a Detailed Area Plan (DAP) for the capital city but it was finally scrapped in the wake of protest by some environmentalists. The DAP was scrapped as part of a “blueprint” to destroy the country’s private housing sector.

Govt to distribute 8.15m CFLs in two months

The government will distribute some 8.15 million compact fluorescent lamps (CFLs) free of cost across the country within the next two months under the 2nd phase of Efficient Lighting Initiatives for Bangladesh (ELIB).

In the 1st phase of the World Bank-financed project, the government distributed around 10.5 million CFLs in 27 districts of the country from June 2010 to March this year.

With the free distribution of the energy efficient bulbs, the Power Division could save at least 154 MW of electricity a day, sources said.

“We will issue distribution order within two months after the approval of the cabinet committee on purchase to the proposal of the Rural Electrification Board and four power distribution companies,” said a senior official of the division.

After distribution of the compact fluorescent lamps under the 2nd phase, the government would be able to save more electricity, he said.

The Power Division proposal to procure 8.15 million CFLs will be approved by the cabinet committee on purchase, without holding a meeting with ministers and state ministers of the concerned ministries for time constraints, the sources said.

“The government has already destroyed 80 million normal bulbs for distributing CFLs across the country under the ELIB project,” Power Division Secretary Abul Kalam Azad said in the proposal.

He also said it would also demolish 70 million more pieces of traditional candescent bulbs within a short time.

“The government is likely to receive 17 million Euros from the foreign donors for implementation of CFL distribution project under international carbon credit initiatives,” he pointed out.

Earlier, the government planned to distribute CFLs to replace the traditional incandescent bulbs to save electricity.

As per the proposal, the lowest bidders of the tenders are Chinese companies Xiamen Topstar Lighting and Xiamen Gold Union Industrial.

The two companies will supply the 8.15 million CFLs at a cost of Tk 525.4 million.

Xiamen Topstar Lighting will supply 4.075 million CFLs for Tk 264.4 million while Xiamen Gold Union Industrial will supply the rest at a cost of Tk 261 million.

A competent source said that a close relative of State Minister for Power and Energy has been representing the two Chinese companies in Bangladesh.

Parliament has passed the 15th amendment bill

Parliament has passed the 15th constitution amendment bill, scrapping the caretaker government system and bringing some other basic changes in the charter.

The exit of the provision for holding national elections under a non-partisan caretaker government came through the passing of much-talked-about ‘The Constitution (Fifteenth Amendment) Bill, 2011’ in the parliament.

The constitutional amendment also brought a series of changes.

Prior to giving nod to bill, the lawmakers took part in a long discussion on it.

The discussions began at around 11:50am after Law, Justice and Parliamentary Affairs Minister Shafique Ahmed proposed to accept the bill as recommended by the parliamentary standing committee.

The bill was placed in the House on Saturday and sent to the parliamentary body the same day for scrutiny. Given two weeks, the committee completed scrutiny in four days.

BNP and its ally Jamaat-e-Islami have been boycotting the House since the current session began on May 22 and were strongly opposing the amendment.

The passage also means that the incumbent government will stay in power during the next parliamentary elections due in 2014. The BNP-led opposition fears that it will lead to rigging of the polls in favour of the incumbents.

The special committee suggested that the caretaker provision be abolished as the Supreme Court in its verdict on May 10 revoked the system that came through the 13th amendment in March 1996.

And three subsequent governments were elected under provisional governments on expiry of the preceding elected governments.

The apex court in its landmark verdict also observed that the next two general elections could be held under unelected rulers.

The BNP, which has been opposing the annulment of the system, was asked by the ruling alliance as well as the parliamentary special committee to put forward an alternative, but it did not.

POLLS UNDER INTERIM GOVT

According to the committee proposal, the next general elections would be overseen by an 'interim government', within 90 days before its term expires.

Articles 118 to 126 dwell on interim government. It gives the Election Commission the authority to hold elections.

According to Suranjit Sengupta, the co-chair of the charter review panel, whichever government is there to oversee polls becomes an interim government. Ministers of that government will be able to contest elections.

He said the interim administration would only carry out 'routine work', while the EC will hold elections.

"The interim government will not be able to enact any policy. But any new law or code of conduct can be promulgated, if necessary."

POWER CAPTURE SUBVERSIVE

Section 7 (Ka) states that the capture of state power and suspension or staying the operation of the constitution will be treated as treachery and subversive act.

Parliament can hand down maximum penalty on those for usurping state power.

Despite objection by two members of the review panel, 'Bismillah' and Islam as state religion and religion-based politics have been retained in 'greater interest of the people'.

Meanwhile, the panel proposed ensuring equal rights and dignity for the people of other religion.

To prevent the misuse of religion, a ban has been imposed on terrorism and militancy.

A provision has been inserted in the charter to prevent anyone challenging the Election Commission decisions to be taken between the declaration of election schedules and publication of polls results through gazettes.

The number of commissioners has been set at five, including the chief election commissioner.

Safe Motherhood project in Bangladesh

The government has adopted a US dollar six million project with assistance from Japan International Cooperation Agency (JICA) to enhance Maternal and Neonatal Health (MNH) service in three districts in next five years.

The project titled Safe Motherhood Promotion Project (SMPP) phase-II will start tomorrow in Narsingdi, Jessore and Satkhira districts to support the government's strategic plan for the Health Population and Nutrition Sector Development Program (HPNSDP), JICA's senior Programme Officer Salma Akhter told BSS on June 30, 2011.

The Japan government is assisting the project aiming at helping the Bangladesh government to reduce maternal and neonatal mortality in the country, she said.


The project is designed to enhance maternal and neonatal health activity coordination among stakeholders at national level, to strengthen upazila health system and to disseminate good practices and lessons learnt from this project to all over the country.

The ultimate goal of the project is provide quality MNH services with proper care for women and newborn babies of the target areas, Salma said.

With the support of JICA, the health and family welfare ministry earlier implemented the Safe Motherhood Promotion Project Phase- 1 in Narsingdi district from July 2006 to June 2011 as pilot basis, which is recognized as 'Narsingdi Model' by the government.

Under the Narsingdi Model, the health status of women and neonates was improved through strengthening safe delivery service and supporting women and neonates to utilize obstetric and neonatal care services. As a result of the project, the death rate of pregnant women in Narsingdi has declined from 1.7 to 0.4 percent at the health facilities where emergency obstetric care is available, sources related to the project said.

Local union parishads are active partners of the project while regular meeting, pregnancy registration and mapping, securing transportation for emergency referrals, funding support for poor pregnant women, awareness raising on safe motherhood and birth planning sessions are the key elements of the system.

This is a successful model of Maternal and Neonatal Health built on the cultural and economic context of Bangladesh for achieving number four and five of Millennium Development Goals.

Railway to propose faster services with new locomotives

Bangladesh Railway (BR) will soon add few more locomotives in its fleet to cater to the increasing demand for efficient, faster and time-bound services. Officials at the state-run organisation told BSS that they had planned making railway more attractive and reliable mode of transport for carrying both passengers and goods.

They said the 142-year-old organisation has long been suffering from resource constraint, barring it from offering proper services to satisfy customers. Among the major problems were shortages of locomotives and passengers' carriers. The officials, however, said the present government had initiated some projects to improve the railway services so it can offer desire service to the people.

Under the projects, the train services will be strengthened with new locomotives and passengers' carrier and container's wagons, and introducing commuter trains on Dhaka-bound routes from some surrounding townships. BR director general Abu Taher said nine new locomotives would be on track this year when the process of procuring 11 more rail-engines would be finalized. Among the new engines, four will arrive in Dhaka in July and the rest will be here by September, much ahead of the stipulated time of January next year.



The Railway authority on January last year signed an agreement with a South Korean company to procure the locomotives when the firm was given two years time for supplying the engines.

An official said the nine locomotives would cost Taka 284.23 crore, of which South Korean government would provide a soft loan amounting to US $28 million (Taka 199.7 crore) in their currency when the government would source Taka 85.16 crore. BR additional director general Khalilur Rahman said after trial all the nine locomotives would be in services this year in the eastern zone, easing the shortage of locomotives.

He said the services would be way better with the new locomotives because the new engines would help maintain schedule and would eventually faster services. With nine more engines, the total number of locomotives would be 295. At present, BR has a fleet of 286 locomotives engines. Of them, 208 engines are operating in the eastern zone on meter gauge and the rest 78 are serving the western zone on broad gauge tracks.

BR joint director general Shamsuzzaman said they are now finalizing a process for procuring 11 more locomotives under financial assistance by JICA (Japan International Cooperation Agency).

Another Railway official said the 22 kilometers of new railways were constructed when 139 kilometers of tracks were rehabilitated last year to improve railway connectivity. Finance Minister Abul Maal Abdul Muhith in his budget speech also said that a separate Railway Division was set up under the Ministry of Communication as part of reforming the railway sector.

He said the next step would complete the transformation of BR into a corporate organisation and finalise the 20-year Master Plan for railway very soon. BR, a principle transportation agency of the country, covers a length of 2,855 route kilometers employing a total of 34,168 regular employees. -BSS

JS passes Taka 163,589 crore national budget for FY 2011-12

The budget got through the Jatiya Sangsad without opposition participation in the proceedings as BNP and its allies have been on a House boycott all through the session.

As the main opposition BNP remained absent, their cut motions sent in the House were not moved for discussion.

Finance Minister AMA Muhith introduced the Appropriations Bill 2011 seeking permission for the government to spend up to a maximum amount of Tk 232,464 crore 8 lakh 59,000 in FY 2011-12, the highest amount ever granted for appropriations from the exchequer.

The “gross budget”, which is about 28 percent bigger than that of the outgoing fiscal year, was passed at 2:25pm by overwhelming voice vote as the Grand Alliance Government of Prime Minister Sheikh Hasina has a three-fourths majority in the 345-member parliament.

On June 9, Finance Minister AMA Muhith had placed in parliament the Tk 163,589-crore main budget for the fiscal 2011-12, which got through without much change.

Meanwhile, the parliament Tuesday passed the Finance Bill-2011 by voice vote, with a major provision allowing investment of black money in the share market.

Discussion was held on the budget for 49 hours and 13 minutes.

A total of 53 demands for grants and 689 cut motions were placed in the session. The cut motions were guillotined in railroading the budget. “Discussion was held on only a few proposals moved by independent lawmaker Fazlul Azim,” says a firsthand account of the House proceedings. It adds: “The absence of the opposition made the process of passing the budget very quick.”

The vetting report on the Fifteenth Constitutional Amendment Bill 2011 was also placed in parliament Wednesday, before House approval to the budget, with a new provision for pre-election interim political administration to replace caretaker government.

Indications are rife that the amendment bill, providing for a modified restoration of the country’s post-independence 1972 constitution, could be passed in the current session braving the opposition BNP threat of a resistance movement.

Finance Minister Abul Maal Abdul Muhith proposed for passage of the bill that included the implementation of government's financial proposals and amendments to several laws.

In the bill, several laws and provisions on tax proposals and duty with financial involvement were amended.

Besides, there is a provision for making effective those provisions in the bill from July 1 of the upcoming fiscal year.

Treasury bench members Md Fazley Rabbi Mian, Muhammad Imazuddin Pramanik and Dhirendra Devnath Shambhu and lone independent lawmaker Md Fazlul Azim proposed for amendments of several provisions of the bill.

Of them, 30 amendment proposals were accepted but the rest of the proposals were rejected in voice votes. The finance minister placed the Tk 1.63 trillion (163,589 crore) national budget for 011-12 fiscal year in the House on June 9.

ADB to provide $3.3m for renewable energy in rural areas

Asian Development Bank (ADB) will provide a US$3.3 million as grant for implementing renewable energy projects in rural areas with no access to grid electricity. Government signed on June 29 a technical assistance grant agreements of $3.3 million with the ADB at a ceremony at Sher-e- Bangla Nagar.

The grant will provide $25 subsidy per solar home systems (SHS) to a total of 80,000 low-income end-users. The assistance will also promote biomass, biogas, and wind as alternative sources of energy. In addition, the grant will help IDCOL improve its administrative and monitoring capacities.



Saifuddin Ahmed, Joint Secretary, Economic Relations Division (ERD); Islam Sharif, Executive Director and Chief Executive Officer, Infrastructure Development Company Ltd (IDCOL), and Thevakumar Kandiah, Country Director of ADB's Bangladesh Resident Mission, signed the agreements on behalf of Bangladesh and ADB respectively.

The grant assistance supplements a $33 million sub- project promoting renewable energy under the $165 million Public-Private Infrastructure Development Facility project approved by ADB in 2008. Asian Clean Energy Fund established by the Government of Japan will provide $2,000,000 while ADB's Climate Change Fund will provide $1,300,000 to make the total grant amount of $3.3 million.

"The assistance will support Bangladesh's efforts to increase access to electricity in remote rural areas and to reduce carbon emissions by overcoming market barriers for renewable energy development", said Thevakumar Kandiah, Country Director of ADB's Bangladesh Resident Mission. "Among many benefits, rural people will be able to operate their small businesses longer hours, and students will have extended hours of study at night", said Kandiah.

The IDCOL estimates that each SHS saves at least $61.80 worth of kerosene every year and reduces carbon dioxide emissions by 375 kilograms (kg) annually as a result. Therefore, the 80,000 new SHSs to be installed through this grant assistance will bring a reduction of about 27,600 tons of carbon dioxide emissions a year.

Bangladesh likely to have own space satellite by 2013

Bangladesh is likely to have its own satellite in the space by the end of 2013 as the Bangladesh Space Research and Remote Sensing Organization (SPARRSO) is jointly working with Asia Pacific Space Cooperation Organization (APSCOP) in this regard.

Addressing the inaugural session of a two-day seminar on space technology application at SPARSO auditorium here today, Agriculture Minister Matia Chowdhury said, the government has made a significant progress to this end with its limited resources.



"Our satellite will not be for capturing the space, but using the space technology for welfare of our people," she said lambasting the donors for their reluctance to provide support for the space satellite project.

"We are trying to launch two satellites- one for high resolution image and other for communication with the technological support of the APSCOP," chairman of the SPARSO Mujibur Rahman Hawlader said.

State Minister for Environment and Forests Dr Hasan Mahmud attended the function as special guest while secretary of the Ministry of Defence M Asaduzzaman was in the chair.

Begum Matia Chowdhury praised the role and activities of SPARSO and said the organization over the years has been playing a very effective role in promoting space science and technology in the fields of agriculture, forestry, geology, cartography, water resources, land use and land cover.

She reiterated the political commitment of the present government to strengthen the SPARSO to promote space research and survey and disseminate the findings to the government, relevant authorities and different user groups to lessen the extent of damage in natural disasters.

She alleged that all governments except Awami League was reluctant to capacity building of the SPARSO saying the SPARSO data helped taking many preventive and precautionary measures during floods and cyclones in 1997 and 1998 when the Awami League government was in power. But, the process was not followed in 1991 and 2008, she said.

State Minister Dr Hasan Mahmud said promotion of space science and technology is very crucial for Bangladesh, as the country, according to many credible organizations, is one of the most vulnerable countries to climate change.

He laid importance on capacity building of the SPARSO both from skilled manpower and technological aspects and said the Ministry of Environment and Forests has already approved a Taka 15-crore project from Climate Change Trust Fund for capacity building of the SPARSO.

ADB loan of $75 million for Khulna Water Supply Project







Bangladesh government signed a loan agreement on June 27 of $75 million (approximately Tk 524 crore) with Asian Development Bank (ADB) to expand reliable access to potable water in Khulna city.

Economics Relations Division (ERD) Secretary M Musharraf Hossain Bhuiyan and ADB country director Thevakumar Kandiah signed the agreement on behalf of Bangladesh and ADB respectively at NEC-II in city's Sher-e-Bangla Nagar.

The assistance will improve and extend water distribution network and water sources management in Khulna city and ensure professional and sustainable corporate management of Khulna WASA, said an ADB release.

The project will improve the access to the piped network from 23 percent in 2010 to 62 percent by 2018, benefiting about 710,000 persons in Khulna city. It would expand the access to water supply services by building a surface water treatment plant and extending the distribution network to cover the whole city.

"The project will contain water-borne diseases and improve the overall health condition in the city," said ADB Country Director Thevakumar Kandiah. "It will also reduce the drudgery of women who spend a daily average of 90 minutes managing water for the whole family."

He said that after the project is completed in 2017, the entire population of Khulna city will benefit from improved access to clean water round the clock. The project will be implemented by Khulna WASA under the Local Government Division (LGD) while the implementation period of the project is April 2011 to June 2017.

To achieve the goal for supplying 11 crore liter pure drinking water daily in Khulna city, the following activities will be undertaken under the project. These include rehabilitation of deep tube wells and expansion of water distribution network, establishment of water distribution pipeline, construction of surface water treatment plant, distribution reservoir and overhead tanks, strengthening corporate management system of Khulna WASA and related other activities.

Under the project, the water distribution system will be extended and water will be delivered efficiently in Khulna city. An additional 490,000 persons will have a new connection to the piped network, and 220,000 persons who already have a connection will benefit from the improved services.

Of the estimated project cost of $363.60 million, Japan International Cooperation Agency (JICA) will provide about $ 184 million while the rest of $ 104.60 million will be provided by the government apart from ADB financing.

The ADB loan will have a 32-year term, including a grace period of 8 years, an interest charge of 1.0 percent per annum during the grace period and 1.5 percent per annum thereafter, and such other terms and conditions set forth in the draft loan and project agreements.

Citizens in Khulna city have been suffering from limited access to water supply services. Only 23 percent of the population of about 1 million has access to piped water supply, and the rest resorts to alternative sources, such as shared public taps and tube wells built privately.

The project will develop a sustainable water supply system in Khulna city, which relies entirely on groundwater. It will introduce surface water as the main water source for sustainable water resource management in Khulna city. The project adopts a climate-proof design, adapting to an expected increase in the salinity of the river water as a result of sea level rise.

The project's capacity building component will also strengthen the corporate management system of Khulna Water Supply and Sewerage Authority (KWASA), which has been established in February 2008. -BSS

World tour on wheelchair begins June 28
